Johns Creek City Council Approves New Noise Regulations
The Johns Creek City Council amended its Nuisance Ordinance establishing new standards for noise limits and procedures for enforcement at its regular meeting Monday, July 25.
“The new noise provisions of the Nuisance Ordinance balance the desire by residents to be able to quietly and peacefully enjoy their homes without undue noise disruption of their daily lives,” said Mayor Mike Bodker. “Our community wants our businesses to successfully operate while limiting noise emanating from the inside of their businesses.”
The new regulations use a “plainly audible” standard to determine whether amplified sound from an entertainment venue is violating the ordinance. According to the plainly audible standard, a violation occurs when listener with normal hearing can understand speech, whether the voice is normal or raised, and whether the listener can distinguish repetitive bass sounds and musical rhythms without the aid of a listening device at a receiving residential property.
A police or code enforcement officer may elect to use a sound meter to confirm whether noise has exceeded sound levels permitted during specific times of the day.
The issue was prompted by complaints from residents who live near 37 Main, which is a 17,000-square-foot, 900-seat restaurant, bar and music venue that opened in May 2014 in an adjoining commercial center. There have been longstanding complaints from homeowners in the Medlock Bridge neighborhood about noise during concerts. More specifically, residents have stated that the music is so loud at times that they can hear the lyrics or the bass from their property.
The new law also prohibits operation of power equipment for landscaping and yard maintenance equipment on residential between 9 p.m. and 7 a.m., not before 8 a.m. on Saturdays, and not before10 a.m. Sundays. For non-residential properties, excluding golf courses, the same hours apply within 250 feet of a residential property. Read more here.

Johns Creek City Council Calls for November Bond Referendum for Parks
The Johns Creek City Council approved a resolution at its regular meeting on Monday, July 25 that will allow citizens to vote on a parks bond in November 2016 for development of parks, and acquisition of parks and green space.
Projects funded by the bond revenue would include development of Cauley Creek Park, Technology Park Linear Park, restoration of Rogers Bridge, construction of an indoor recreation center, and acquisition of park land and green space.
The bond referendum will appear on the Nov. 8 ballot. The bonds, if approved by voters, would raise an estimated $40 million to implement the Recreation and Parks Strategic Master Plan adopted by the City Council in March.
We urge you as a citizen of Johns Creek to vote for this referendum on Nov. 8th. Our community is growing and your support and vote will be the infrastructure that the city needs to continue into the next decade. The City will continue to update the public throughout the parks planning process via its website and various social media sites, as well as through its newsletter. The public will have multiple opportunities to provide input and ask questions prior final approval of any plan.

Johns Creek Fire and Police Departments to Face Off at Barbecue Battle

Johns Creek Road Improvements To Continue

An Update on Billboards in Johns Creek
Prior to Johns Creek becoming a city, several billboard companies applied to Fulton County for 75 billboard sign permits. Fulton County denied the applications and the billboard companies sued. Johns Creek joined the lawsuit after it became a city. The lawsuit was resolved by the Georgia Supreme Court with the finding that the Fulton County sign ordinance was unconstitutional and that the billboard companies were entitled to erect up to 75 billboards, including 31 billboards at 27 locations within Johns Creek.
In order to mitigate the impact of 31 billboards, Johns Creek negotiated an agreement with the billboard companies to erect only 10 billboards in 10 locations. The Georgia Supreme Court is the final authority on the matter and Johns Creek could not appeal its ruling to any other court. Therefore, having exhausted its appeal options, Johns Creek has no other choice but to adhere to the Georgia Supreme Court’s ruling allowing the billboards.
In compliance with this negotiated agreement, Johns Creek has issued building permits for five of the 10 billboards to be erected within the city limits of Johns Creek. One more is in the permitting stage and one is under construction.
As of June 24, 2016, five of the 10 allowable billboards have been erected in following locations:
- 11701 Fox Road – LED
- 8455 Holcomb Bridge Road – LED
- 8465 Holcomb Bridge Road – Static
- 6375 McGinnis Ferry Road – LED
- 10875 State Bridge Road – LED
One in the permitting stage will be erected in the following locations:
- 9730/9780 Medlock Bridge Rd- LED
One currently pending construction:
The three remaining billboards can be erected in five potential locations:
- West side of State Bridge Road from Kimball Bridge to Morton
- East side of State Bridge Road from Kimball Bridge to Morton
- North side of State Bridge Road near Ga. 141/Medlock Bridge Road
- West side of Medlock Bridge Road at Abbotts Bridge Rd.
- McGinnis Ferry Road

Mayor Bodker Unveils Proposed 2017 Fiscal Year Budget
Johns Creek Mayor Mike Bodker presented a proposed $56 million budget for Fiscal Year 2017 during the City Council’s regular work session meeting on Monday, July 25.
The proposed spending plan is a 1.81 percent increase over the adopted 2016 budget. A public hearing on the budget is set for Aug. 15 with continued discussion scheduled for Aug. 29. A second public hearing followed by adoption of the budget is planned for Sept. 19.
In preparing the budgetary blueprint, Bodker focused on addressing six strategic goals, which were developed during the City Council’s work retreat in March: transportation; recreation and parks; economic development; government efficiency; public safety; and sense of community. These strategic goals form the basis for the budget and provide the framework to ensure the city’s tax dollars are optimized in a manner to best serve its citizens.
Building off last year’s introduction of a ten-year financial forecast into the budgeting process, the city has turned the forecast into a dynamic ten-year financial model. This model can be instrumental by allowing decision makers to test various policy and resource allocation decisions by virtue of their long-term effects on the city’s budget.
Among the budget highlights:
· $400,000 – Widening Kimball Bridge Road.
· $600,000 – Operational improvements/right of way acquisition.
· $6.025 million – Resurfacing neighborhood streets and main roads.
· $1.75 million – Development of Morton Road and State Bridge Road pocket parks.
· $150,000 – Economic development implementation – site plan development.
· $464,000 – Seven new public safety positions.
· $1.747 million – Replacing a Fire Department ladder truck and fire engine.
· $700,000 – Twelve replacement police vehicles.
· $70,000 – Four police automated license plate recognition devices.
· $120,000 – Stacked stone benches at key street corners.

Final Movie Night in Newtown Park Scheduled for August 13th
Gather up the blankets and a picnic basket and watch a rabbit and fox solve a gnawing mystery in the animated buddy-cop movie “Zootopia” in the last of the 2016 film series Movies at Newtown Park on Aug. 13.
“Zootopia” is about a rookie rabbit police officer who teams up with a con-artist fox to solve the disappearance of several animals in the big multi-species metropolis of Zootopia. The 3D computer-animated movie is 1 hour 48 minutes long, and is rated PG.
The movie, which is free, is shown on a large inflatable screen. The show starts about 9 p.m. and pre-show activities commence at 7 p.m. with a bouncy house, Jenga blocks, corn hole, face-painting, cartoon portraits, and other games for the kids. Flatbread Bistro food truck also will be available.
No alcohol or pets, please.

Sign Up for Johns Creek’s Citizen Police Academy
Johns Creek citizens get a behind-the-scenes look at JCPD during the next Johns Creek Citizens Police Academy, starting Aug. 9. The course will be held on Tuesdays from 6 p.m. to 8 p.m., through Oct. 11.
The academy meets one night a week for nine weeks, and includes classroom instruction (criminal investigations, internal affairs, narcotics, CSI, Community Services); demonstrations (K-9, SWAT, radKIDS®); and practical exercises (traffic enforcement and firearms simulation). The class can accommodate 20 people.
“The academy is a fun and interesting way to strengthen relationships and support between Johns Creek residents and the police officers who serve them,” said Sgt. Debra Kalish, head of JCPD Community Services.
